6-round Swiss. Open to players with (ICU) ratngs of 1600 to 1999, except that players whose (ICU) ratings were within 100 points of the lower threshold could play at their own option. Players without ICU ratings were assigned to the appropriate section based on the tournament arbiter's discretion.
The City of Dublin IM norm tournament (1st Sam Collins, 10-player all-play-all) was nominally part of the same championships, but was not held in the same place or at the same time
